Kavkaz Center reporter in Ichkeria asked Amir of the Military Council (of State Defense Council «Majlis al-Shura»), Deputy Commander-In-Chief of Armed Forces of Chechen Republic of Ichkeria, Shamil Basayev, to give a brief comment on the reaction of the Russian side to the latest decisions made by the State Defense Council «Majlis al-Shura» and to the directions given by President of Chechen Republic of Ichkeria, Amir of State Defense Council, Commander-In-Chief of Chechen Armed Forces, Alsan Maskhadov, including the decisions on staff issues.
Question: Many Russian mass media are trying to present the latest decisions made by the Chechen Government concerning the centralization of managing state and military structures of Chechen Republic as some sort of «Maskhadov’s defeat», who had to «go for Basayev’s terms». What is your opinion in this regard?
Shamil Basayev: Lie. Russians are lying as always. And at the same time they are trying to cast a shadow on the decisions that are important for our people and our State, they are trying to sow the seeds of jealousy and doubt in our hearts. Our enemies are feeling very uncomfortable that Chechens not only can fight, but they can also think. We have never had any disagreements regarding strategic goals. There were different approaches to the tactics. Therefore there is no such thing as «deep dissent» at all. Today we have united our forces even more, based on the Shari’ah, and, Insha Allah (God willing), it will yield the results.
Aslan Maskhadov is our Amir, our President and our Commander-In-Chief. He is my immediate boss, he is the one I report to, and I intend to report to him in the future. No «Basayev’s terms» have ever existed. All of our Commanders know it full well. And so do Russians, to whom our unity deals a deadly blow.
Question: One of so-called democratic newspapers, while commenting on President Maskhadov’s appointments, claims that there are no «Maskhadov’s men» among the Front Commanders or among other leaders.
S.Basayev: Again it’s a lie. Everyone who has taken up arms and is fighting the invaders today, or whoever opposes the enemy in any other way, are «Maskhadov’s men», because Aslan is the head of the Chechen State and the President of our country. What’s more, he is the Amir of all Muslims of Chechnya, and mutual relations between the Islamic leader and his subordinates are strictly controlled by the Shari’ah. In this particular case it is controlled by the Constitution of our State, the main regulations of which are brought in accordance with the norms of the Shari’ah. These mutual relations impose serious obligations on the subordinates before the Amir (President), just as they impose obligations on the Amir before his subordinates.
We spent almost 20 days together, while discussing and developing the unified tactics for our actions. Moreover, I will disclose a little secret to you. All members of the State Defense Council «Majlis al-Shura», including President Maskhadov, signed a special document where each one of us gave a written promise to strictly adhere to all the decisions made by the State Defense Council «Majlis al-Shura» and implicitly obey the state and military discipline, as well as to their leaders. That document is actually an oath. All of us took an oath. And it is a very serious step for a Muslim. Very serious.
Question: What are the authorities of the Committees and other structures that were created during the session of the State Council?
S.Basayev: The Military Council, that I was assigned to be in charge of, is a structure with which the Commander-In-Chief manages all the Armed Forces of Chechen Republic. All of our military units, including Fronts, Sectors and Directions, have been put under the strategic command of the Military Council. Three Fronts have been founded: Northern, Western and Eastern Fronts.
The Shari’ah Committee (the Committee of Fatwa and Courts) is basically a judicial entity that controls the legitimacy of actions of military and governmental power structures in accordance with the Constitution of Chechen Republic, and carries out some other judicial functions.
The Financial Committee centralizes all financial transactions and distribution of means for military and governmental needs.
The Social Committee solves the problems of refugees, problems of the wounded, problems of the families of Shaheeds, and so on.
The Informational Committee is responsible for coordinating the informational activities and has proper subcommittees – Service of External Information and Service of Internal Information.
The overall leadership over the activities of all military and governmental structures inside the country, as well as abroad, is carried out by President of Chechen Republic, Amir of the State Council «Majlis al-Shura», Commander-In-Chief of the Armed Forces, Aslan Maskhadov, who is the head of the Chechen State. These activities are strictly regulated by the laws and the Constitution of Chechen Republic of Ichkeria.
