All Jihadi organizations in Chechnya form Alliance under one Ameer
Shamil Basayev to head, Khattab appointed military chief, Zilam Khan to look after foreign affairs

KANDAHAR: All Jihadi organisations, waging war against Russians in Chechnya, have agreed to gather at one platform under the leadership of joint Ameer.
A spokesman for Chechen Mujahideen in Kandahar told Dharb-i-Mu'min that forming an Alliance of Jihadi organisations, which were earlier led by different Ameers, was the biggest and most important decision to carry on Jihad in Chechnya.
He said, in the wake of recent decision a Shura comprising representatives of all Jihadi organisations, was constituted. Renowned Chechen Commander, Shamil Basayev has been named as the Ameer of this newly formed Jihadi Alliance, while well-known Arab Commander, Khattab has been given responsibilities to look after the military affairs.
Similarly, the founder of Freedom Movement in Chechnya, Zilam Khan has been assigned to look into the foreign affairs. According to the spokesman, the decision to merge all Jihadi organisations and form an Alliance was taken while keeping the Taliban steps in view under which Basayev has been empowered to take all necessary and policy decisions.
Commander Khattab will be responsible to further expand and strengthen the military.
In response to a query by Dharb-i-Mu'min, the spokesman for Chechen Mujahideen said, Arsalan Mashkdov has also requested to join the alliance, however, Mujahideen have not, so far, considered his request.
On the other hand, following the formation of Alliance of Jihadi organisations under one Ameer, encouraged and zealous Mujahideen have accelerated their assaults against Russian forces as a result during nights Mujahideen practically rule the Chechen cities and move freely without any fear. While Russian troops have confined to their hideouts only.
Dharb-i-Mu'min office in Kandahar reported, quoting Mujahideen, that there are only 3,000 Mujahideen in Chechnya against 300,000 Russian troops. But, still with the blessings of Allah, despite this big difference of manpower, Mujahideen are in a better and stronger position against Russian forces who are considering themselves trapped in the area and their Generals are uncertain about their fate.
They find themselves helpless as they can neither live in Chechnya freely nor they find any way out to leave the territory.
Observers, keeping eye on the Chechen situation clearly feel that Russians are still unable to find a solution to the problem they are confronted with.
