Assalaamu alaikum.
Ok, what you are talking about is the 'wudhu'...or in english...it is 'ablution'...the ceremonial washing in preparation for prayer. And, the first step in that washing is of course to clear yourself (your whole body) of any excretions...including urine. The problem you have mentioned is something common to men more so than for women. What I have heard in my community for the remedy for that is that first, you should not urinate standing, but better that you do it sitting. Then, when you have finished, and you clean yourself (BTW...if you clean with some water it is better than the kleenex...although the kleenex is acceptable)...then you should wait a few moments for that last drop to exit on it's own...for if you stand up too quickly, it will eventually come out and soil your clothing. The reason I mentioned that if you clean with water better than kleenex...because the water removes not only the soil of the urine, but it also removes the remaining smell of the urine...which does not happen with wiping with kleenex. You should only resort to using kleenex in situations when you cannot get water to clean, and not as a common everyday practice.
Concerned.
Imam Nawawi's Al Maqasid

In the Name of Allah Most Merciful and Compassionate
From the book of Al Maqasid by Imam Nawawi (as Shafi'i)
Chronic Annulment of Ablution(wudhu')
2.28(R: A woman with chronic vaginal discharge preparing to pray should wash her private parts, apply something absorbent to them and a dressing, and then perform ablution(wudhu'). She may not delay commencing her prayer after this except for reasons of preparing to pray such as clothing her nakedness, awaiting the call to prayer(adhan), or for a group to gather for the prayer. If she delays for other reasons, she must repeat the purification.
She is obliged to wash her private parts, apply dressing, and perform ablution before each obligatory prayer, though she is entitled, like those below, to perform as many non-obligatory prayers as she wishes, carry and read the Quran, and so on, until the next prayer's time comes or until her ablution is broken for a different reason, when she must renew the above measures and her ablution.(wudhu').]
2.29(R: People unable to hold back intermittent drops of urine coming from them must take the same measures that a woman with chronic vaginal discharge does. And likewise for anyone in a state of chronic annulment of ablution(wudhu'), such as continually breaking wind, excrement, or madzi, though washing and applying an absorbent dressing are only obligatory when filth exits.
If a person knows that drops of urine will not stop until the time for the next prayer comes, he takes the above measures and performs the prayer at the first of its time)
************************************************** ***************
In other words , you must clean your private parts with clean water and then apply an obsorbent dressing(cottons or tissue)put it underneath your clean underwear to hold the urine drops. Then perform wudhu' and immediately do the fardh prayer .
