Ehtesab exposed; Musharraf's most trusted are the big looters

WASHINGTON DC: (InfoTimes.net) Pakistan Tehreek-e-Insaf (Justice
Movement) Chairman Imran Khan had demanded in his letter of 23
September 2002 to Pakistani military ruler General Pervez Musharraf
that the General must take immediate legal action against Chaudhry
Shujat Hussain, Chaudhry Pervaiz Elahi and Chaudhry Manzoor Elahi,
the three Pakistan Muslim League (QA) 'leaders', to stop them from
becoming members of the Pakistan Parliament and the Punjab Assembly,
because they stole 22.792 million rupees from Muslim Commercial Bank
Ltd. by illegally and fraudulently forcing or bribing the Bank's
officers and certain government officials to write off their business
loan of 22.792 million rupees. But Musharraf, who proudly protects
many crooks of Pakistan like a Mafia Don, intentionally failed to
take any legal action against the three bank robbers.


In his letter to General Musharraf, Imran Khan, who is now a Member
of Pakistan's National Assembly (MNA), wrote: "I would like to draw
your attention to pages 35-36 of the 'Annual Report 2000 of Muslim
Commercial Bank Ltd.' [MCB] (copy attached), which states that Ch.
Manzoor Elahi, Ch. Shujat Hussain and Ch. Pervaiz Elahi,
Partners/Directors of Punjab Sugar Mills, Vehari, Multan, got their
loan of Rs 22.792 million written off during the year ended December
31, 2000. MCB's annual report is a public, audited and legal document
and is therefore, irrefutable. The fact that the [loan] write off
took place in your government's tenure is troubling, particularly
when you had pledged to ensure Accountability as a cornerstone of
your seven points agenda."


"We [the Movement for Justice] have requested the State Bank of
Pakistan to provide full facts of the even larger Rs 218.598 million
[loan] write off done by Bankers Equity Ltd., also on behalf of
Punjab Sugar Mills," Imran Khan wrote in his letter to Pakistan Army
dictator and tyrant who has acted like a special, highly-paid
mercenary of the U.S. CIA and Israeli Mossad during his 1999-2002
corrupt and tyrannical rule.


Lahore-based Justice Movement (PTI) supreme leader Imran Khan also
sent a letter to Irshad Hasan Khan, former Chief Justice of Pakistan
and current Chief Election Commissioner, on 17 September 2002, in
which he urged the ex-chief judge of Pakistan's Supreme Court to
declare that Chaudhry Shujat Hussain and Chaudhry Pervaiz Elahi
cannot contest the 10 October 2002 elections for National Assembly
and Punjab Assembly, because they have been disqualified under
Articles 62, 63 and 113 of the Pakistan Constitution and under the
Pakistan Election Commission rules/regulations for robbing the Muslim
Commercial Bank and other financial institutions of Pakistan.


Ex-Chief Justice Irshad Khan also failed to take any legal action
against Chaudhry Shujat Hussain and Chaudhry Pervaiz Elahi. He flatly
refused to grant justice to the Pakistani people in response to Imran
Khan's letter because the Chief Election Commissioner is a puppet of
General Musharraf who fraudulently calls himself the President of
Pakistan. Instead of at least launching an official inquiry based on
the Justice Movement letters, the so-called National Accountability
Bureau (NAB) -- which should function under the Supreme Court of
Pakistan, and the four Regional Accountability Bureaus (RABs), which
should work under the four provincial high courts -- unlawfully
ignored the very important complaint of Imran Khan, because the NAB-
RAB army masters wanted to bring the pro-Musharraf PML-QA, a
political party recently created by Pakistan's Inter-Services
Intelligence agency (ISI), to power in Islamabad and Punjab as the
next military-controlled regime.


Commissioner Irshad Khan should explain to the Pakistani people and
the free press that why he arbitrarily ignored Imran Khan's complaint
against Chaudhry Shujat Hussain and Chaudhry Pervaiz Elahi who were
recently 'elected' as MNA and MPA respectively with the clandestine
assistance of ISI? After reading, writing and hearing about numerous

judicial decisions during the past 55 years, Pakistanis have learned
that many judges in Pakistan were purchased like prostitutes by
successive rulers, generals and politicians. That is why there is no
real accountability of all corrupt rulers, generals, politicians,
military officers, judges, bureaucrats, ambassadors, diplomats,
police officers, intelligence agents and other government officials --
no rule of law and no equal justice for all in the 'land of the
pure'. That is why many bank loan defaulters or bank robbers, looters
of public funds, income tax evaders, thieves of utilities,
mercenaries or agents of foreign governments, smugglers, crooks and
other criminals of Pakistan have become members of the National
Assembly; Senate; four provincial assemblies of Punjab, Sindh, NWFP
and Balochistan; and local bodies/councils during the last 55 years
(1947-2002) of Pakistan's checkered history.


In his letter to Chief Election Commissioner Irshad Hasan Khan, Imran
Khan wrote: "I draw your attention to my letter dated September 11,
2002 with which I had shared irrefutable evidence against Ch. Shujat
Hussain and Ch. Pervaiz Elahi. The evidence disqualifies them from
contesting elections for violation of the 'Declaration of Oath' as
spelled out in the nomination papers. I am concerned that despite a
lapse of almost a week, the Election Commission has failed to
initiate any action against the Chaudhrys of Gujrat."


"Therefore, to restore the credibility of the electoral process, I
once again urge the Election Commission to initiate suo moto action
against Ch. Shujaat Hussain and Ch. Pervaiz Elahi for violation of
election rules and regulations."

the text of his 17 September letter to Chief Election Commissioner
Irshad Hasan Khan:

Dear Mr. 'President':


It was a pleasure to read excerpts of your talk at the Transparency
International "Combating Corruption" conference on September 19,
2002. I was planning to be there but because of an eleventh hour
change of timings by the organizers, I regretfully could not attend.
However, Tehreek-e-Insaf, which has led the fight against political
and other forms of corruption, will continue to be in the forefront
against this cancer.


In this connection, I would like to draw your attention to pages 35-
36 of the "Annual Report 2000 of Muslim Commercial Bank Ltd." [MCB]
(copy attached), which states that Ch. Manzoor Elahi, Ch. Shujat
Hussain and Ch. Pervaiz Elahi, Partners/Directors of Punjab Sugar
Mills, Vehari, Multan, got their loan of Rs 22.792 million written
off during the year ended December 31, 2000.


MCB's annual report is a public, audited and legal document and is
therefore, irrefutable. The fact that the [loan] write off took place
in your government's tenure is troubling, particularly when you had
pledged to ensure Accountability as a cornerstone of your seven
points agenda.


An even bigger concern is that two of the aforementioned individuals
are being allowed to contest the October 10 elections in complete
violation of the "Declaration on Oath" filed by them in their
nomination papers. We have written to the Election Commission, which
has returned our appeal with the instruction to approach the Election
Tribunals. These tribunals, as you know, have since been dissolved.
Our contention is that suo moto action must be taken when corruption
is clear and false declarations submitted.


In the meantime, we have requested the State Bank of Pakistan to
provide full facts of the even larger Rs 218.598 million [loan] write
off done by Bankers Equity Ltd, also on behalf of Punjab Sugar Mills.


Mr. 'President', there are genuine apprehensions that the corrupt
mafia and their patrons may be making efforts to rewrite the Bank's
books and justify their looting of public money through spurious
reasoning and explanations. Please make no mistake about this.
Looters know no limits.


Mr. 'President', we placed the MCB document in front of the public
about two weeks ago. It is difficult to imagine that this issue has
not been brought to your notice. We sincerely hope that since you are
committed to fight corruption, swift action will be taken.


Nevertheless, if for some reason you have not already been made aware
of the facts, we are sending you a copy of the MCB Annual Report
along with this letter.


Let me assure you, Mr. 'President' that such people if not
disqualified today will inshAllah be thrown out of Parliament
tomorrow for their misdeeds and transgressions.


I do not believe that you would want the people of Pakistan, once
again, to agonize much longer under such tyranny and corruption. This
is a test case, which the Pakistani public is following very
intently.


We seek your personal and immediate intervention to direct the
relevant authorities to take action against the aforementioned
culprits and debar them from entering Parliament.
